The $200+ million Norman Forward capital improvement program includes two new libraries – Norman Central Library and Norman Public Library East. As program manager, ADG Blatt is working with the City (owner), the Pioneer Library System (operator), the architect during design and the contractor during construction. The ADG Blatt team conducted public outreach to collect information about citizen preferences that were integrated into the building programs and functional designs.

As the projects have moved through design and construction, ADG Blatt reviews design documents and oversees construction so that project goals, budgets and schedules are met. ADG Blatt’s primary objectives are to oversee the City’s return on investment and to meet the needs of the two 21st-century libraries and the communities they serve.
